Overview
Walter Steel was a successful businessman who lived in Starling City. As well as being the head of his own company, he was also a board member at Queen Consolidated and the second husband of Moira Queen. Walter and Moira were married sometime after the disappearance of Moira's first husband, Robert Queen. Moira was secretly involved in the machinations of a sociopath rival named Malcolm Merlyn. To insure Moira's compliance in his grandiose schemes to give Starling City a fresh start (by destroying it), he had Walter Steele kidnapped. One of Walter's employees, Felicity Smoak, came to the aid of Moira's oldest child, Oliver Queen, who was also the wanted vigilante known as the Hood, and together they helped to rescue Walter.
Walter Steele later attended Moira Queen's funeral after she had been murdered by Slade Wilson.
